Cell companies can run your number through their systems to see if it is eligible to be ported (brought over) to another company. This is something you DON'T need.
PAC is Ports and Activations Center a department at your service company

A Port Authorisation Code (PAC) is the code you need if you want to switch your mobile number from one network to another. You can get this number free of charge from your network provider and pass it to your new company so they can move your number across.
