Make sure that under Settings >Connectivity you had chosen Samsung Kies. Open Kies. In the bottom, on the right hand side, thereu is a > mark, click till you see a globe marked Tethering. Click on it and fill two fields with relevant info. and click to connect internet. It is slow but it works. Not as easy as it is with Nokia phones.

Or, In Control Panel, create a new connection, name it with the name of your service provider and click on it to connect to internet using your phone as a modem.

I use the second method.

All said and done, it is a well acknowledge fact that connecting to internet using Samsung phones is a big head ache and Nokia phones are much, mch better in this respect.

yes you can. What you have to do is download pc suite of samsung and install in your laptop. After that follow the steps as mention in the installed pc suite. N.B( handset should be gprs enable).

Haven't you tried USB hot-spot tethering? I am not sure that this feature is there in this model or not.
