My phone states that I have about 3,5 G And I cloud stats I have 199 G . iOS 8 cannot be installed unless I have over 4 G. Confused as top residence of storage ?

3.5 G and 4G are the iPhone generation and is different from 199G which is storage space that they are providing to you. iOS 8 is designed in such a way that it can be run on newer Generation(4th gen or above) iphones. So if you want to use that 199Gb of space it time for you to upgrade your iPhone to newer model.
And if you are looking for some cloud storage provider i have listed one which does not have such restrictions

iOS 8 is going on the phone, not in iCloud therefore that is where you need the space for it to be installed. Better option would be to use iTunes to download & install the new OS.

In order to upgrade to iOS 8, you need over 4g physical storage on your phone to download the installation file. you have 3.5. The iCloud storage is storage that you have available that is not physically on your phone. To free up storage, you can back up music, photos, and videos to iCloud, delete them from your phone, then restore them to your phone.
