There is no such thing as "wifi anywhere". When your phone uses internet "without internet access"...it uses the 3g mobile network. For example, my android has 3g and wifi. Wifi is faster, but 3g can be used anywhere I have service. So when I'm at home I use wifi, but if I'm in the car I use 3g.

So what you can do is buy an ipad2 that comes with 3g. Then you have to pay for it monthly (you don't have to pay every month, you just pay if you want to use the 3g).

So short answer: yes. You can have internet anywhere on your phone. (but not wifi anywhere, no device does that.)

WiFi availability isn't based on the device, it is based on whether there is WiFi access. If you are out and about, you have to find WiFi access. There is often free WiFi at restaurants and coffee shops, as well as hotels and the like. Sometimes you can get lucky and find free WiFi in an apartment or condo complex parking lot.

But if you want a data connection anywhere, you need to do one of two things:

1) Buy an iPad 2 with 3G capabilities and buy a data plan for it. I would recommend this if you plan on using it a lot on the go.

2) Tether your iPad 2 to your smartphone by creating a WiFi personal hotspot. This uses the 3G connection in your phone and its WiFi antenna to connect to the iPad. Some carriers will just charge the data, some will require you to set your account up specifically for it.

Yes you can. The connection you are talking about is referred to as 3G, 4 G or possibly Edge depending on the phone provider. You would have to buy an iPad2 that has wifi and 3G capability. It is a little more expensive than the iPad with just wifi. You would also have to set it up with a plan with a service provider. Just like you would a phone. However if you live in an area with multiple wireless hot spots, as well as your own wifi at home. Then you may not need to bother getting it. That would be up to you and what you think would work better for you,

Unless you have access to a public wifi hotspot, you will need a 3G plan through your cellular provider and a mobile hotspot to be able to access the Internet on the go.

yes

It would have to be a 3g version which runs about 100 dollars more then the same capacity with only WiFi. In addition it would cost you about 30 dollars a month for the 3g access.

Phones do not have wifi everywhere. You are confusing that with 3G which you have to pay for in case you didn't know.
