I have the sprint service. My phone has been damaged by water and repair is likely out of the question. Do you think that I can buy a phone from a site like ebay and just pay sprint to activate it into my plan to replace my old phone?

As long as you are purchasing a Sprint phone (you can tell by it having the logo) then you can activate it on to your account. Be very careful with eBay because they will sometimes sell stolen or lost phones. But give Sprint a call or check the website because after 1 year of having your current phone on the account you are eligible for $75 off towards a new phone and after 2 years you can receive $150 off.

Only if it was a sprint phone to begin with. Also you must make sure that the phone you get is new or like new. The reason is that if a person had an account that is deliquent or cancelled with sprint, and they sell the phone, the phone can never be activated. On ebay people get taken all the time that way. It's best to get the phone from the store itself. They offer insurance on the phone and a warrenty.
