I know you can get small hand-held CBs, but I'm talking about a normal cell phone with the capability to talk to other CB users when in close range of them.
I'm wondering if you've ever heard of this, and what you think about it.

Well, yes and no, more no than yes. Cell phones operate in the GHz range, and CBs operate on HF. Cellphones do not have the capability to transmit on CB frequencies and then generate 4 watts of RF energy on top of that, into a separate antenna designed for 27 MHz.
However, I'm not saying it's impossible to translate one signal into another signal. The amateur radio world has done this for years with autopatch and phone patch capabilities. Radios themselves can be operated by remote control by calling the number that is picked up by your computer attached to the radio, "keyed" by Voice-Operated Transmission, or VOX. There are some legalities involved when this is done which generally makes this impractical. But back to reality.
For a cell phone to work with a CB, the transmitting CB must be connected to a phone system and interface that will receive your calls on-the-fly. If you want to talk to nearby people just as you would with a CB, the CB doing the transmitting by definition needs to be close at hand. So you have a choice. You can buy the expensive contraptions to translate your cell signal into your CB that is right there with you...or you can just pick up the microphone and talk.

No. CB radio and cell phones use frequencies and modes too far apart. It is not technically possible.

There's probably an app for that.
