You can do that online. Log into your verizon account > right next to the picture of your phone it should say "phone details" (click that) > when on the next page there will be a picture of your phone again and to the right click "activate phone" (Activate a new or existing phone) and it will tell you what to do from there. Very easy to do.

There are a few restrictions that you might run into when trying to perform this type of transaction through the website and unfortunately the website doesn't explain the reason when it rejects your request. The restrictions range from an inability to move from a standard phone to a PDA or vice versa to not allowing you to changing between insignificant differences that you might not even be aware of.
Also, if your mother had not originally activated the new phone on her line or had not accepted the terms and conditions of the new phone purchase the system might have the phone locked to her line until those requirements are met. I've even come across a rare case where someone had reported a lost/stolen phone and the representative had mystyped the identification number by a single digit and it locked a phone belonging to someone else all-together.
You should always attempt to make the change online first, but if it's not working and the customer service reps can't walk you through it, they can make the change and waive the $20.00 fee.

No, theres no technical time, I imagine that the website part maybe down right now. It sometimes works for me too.
You may want to call care or go into the store. Or contact the websites technical support and see if they know whats going on with the website.
