is moto x "developer edition" means it's unlock version and can be used with all carrier network such as 4g LTE ?

Developer Edition phones come factory unlocked which means you can use the phone with any GSM carrier. It will also have 4G LTE and with all the supported bands used primarily. If you need the Moto X Developer Edition when released cheaper than retail, mail me.

yes, probably (however there have been carrier locked dev edition phones in the past (galaxy S4 verizon dev edition)
but developer edition really means that the phone comes with an unlockable bootloader. where carrier locked versions have a locked bootloader that cannot be unlocked....making it very hard/impossible to run custom software on them.
having an unlockable bootloader means you can unlock it, flash a custom recovery, and flash a custom ROM (like cyanogenmod)
